The shape language here is really good. Gives her a very sinister and commanding premise

Very impressive pixel art, I love the contrast between the red and cyan.
The blur effect in the background is also very lovely, I've been looking at it a lot to figure out how the effect works. I think I get it though its hard to put into words.

For the blur effect in the back:

1. I drew the background characters with a monochromatic palette that was similar to the background.
2. I duplicated the layer.
3. For the bottom layer, I set the Mode to "Luminosity" in the Layer Properties & made the opacity 153%!
4. For the top layer, I set the Mode to "Multiply" in the Layer Properties & made the opacity 92%!
5. Then I selected the entire top layer and shifted it two pixels to the left!
